Short % at least 2× its usual spread above its own 20-day average, the most unusual (highest z) first.
Short volume is not short interest: most of it is market makers and wholesalers selling short to fill customers' buy orders, so 40–50% is an ordinary reading and a stock's change against its own average says more than its level.

Short % is short volume over FINRA-reported volume that session. The 20-day average is of the 20 sessions before it, so a rise doesn't raise its own bar; z is the gap from that average over the usual spread of those 20 sessions (their standard deviation). Screens leave out days under 100K FINRA shares. Built 17:56 ET, rebuilt every 15 minutes.
Short volume counts shares sold short during a session; the market makers selling short to fill buy orders buy back within hours or days. Funds run higher still: market makers short ETF shares to meet demand and create new ones later. For shares still sold short at a settlement date, see short interest (SI). The figures are FINRA's Reg SHO consolidated daily file: trades reported to FINRA's trade reporting facilities and the ADF in regular hours, which means off-exchange trades only (dark pools, wholesalers and other broker-dealers trading away from the exchanges). FINRA volume is therefore less than a stock's total volume, and short sales on the exchanges are not in it. Short volume includes short-exempt sales. FINRA posts each session's file after the close, by 6pm ET; until then this shows the session before. The S&P 500 line adds its members' short and FINRA volume together, so it's share-weighted: high-volume names count more. Covers the S&P 500, MidCap 400 and Nasdaq-100; prices are Yahoo Finance closes.
Short sales were 43.9% of the S&P 500 members' FINRA-reported volume on Fri, Nov 6, 1.3 points below the 20-day average of 45.2% (0.5× its usual spread).
